SEOEA
REPRESENTATIVE ASSEMBLY REPORT Forty-one delegates and four guests attended the SEOEA Representative Assembly that was held April 28 at Westview Elementary in Jackson. Guests included; OEA Vice-President, Bill Leibensperger; OEA Secretary Treasurer, Jim Timlin; NEA Director, Martha Mitchell; and Retired member, Mary Shrader. SEOEA Treasurer, Jim Wilhelm presented the proposed 2009-2010 Budget. It was then adopted by the delegates. Speakers - SEOEA President, Jane Miller discussed SEOEA activities during the year. OEA Treasurer Jim Timlin discussed 2009-10 Budget Adjustments for the second year of the two-year OEA Budget. OEA Vice President Bill Leibensperger discussed the education funding bill that will be introduced in the House. Key features of the bill will be the elimination of phantom revenue, the over reliance on property tax, and the establishment of the cost of education. OEA Board of Directors member Pam Smith referred to the printed report in the delegate folder. SEOEA Executive Committee member Lydia Hunter reported on proposed changes in the OEA Resolutions. Region Two Coordinating Council Chairperson Pam Smith reported on RCC activities. NEA Director Martha Mitchell gave an NEA report. Ms. Mitchell also presented SEOEA a plaque for FCPE participation. OEA NEA Candidates - Jim Timlin, Candidate for OEA Secretary-Treasurer, spoke to the delegates. Screening Committee Report - Chairperson of the Screening Committee Jim Miller explained that since all candidates were unopposed, they were sent a screening questionnaire instead of conducting a face-to-face screening. The RA endorsed Jim Timlin for OEA Secretary-Treasurer, Gretchen Washington for OEA Board of Directors At-Large, Andre Taylor for NEA Director #5, and Michael Jordan for NEA Director #6. SEOEA Candidates – Jane Miller candidate for SEOEA President, Pam Smith candidate for SEOEA Vice-President, and Bill Van Pelt candidate for SEOEA Executive Committee At-Large were declared elected by acclamation. Awards – Chairperson of the Awards Committee Matt Conrad presented the SEOEA Pacesetter Award to twelve locals. To qualify for the award locals must have delegates attending the fall and Spring RA’s, they must have conducted an FCPE drive with at least 10% of their members contributing, and they must have had members attend one other SEOEA function during the year. The award, which is a certificate and a $100 check, was given to Alexander, Belpre, Federal Hocking, Gallia, Jackson, Morgan, Southern (Perry), Trimble, Vinton, Warren, Waverly and Wellston. OEA Fund for Children and Public Education- - Delegates contributed $572 to the OEA Fund for Children and Public Education. Tammy Jones from Jackson won the Speedway gas card in a giveaway held in connection with the fund collection. Recognition Mr. Bowen received a plaque in recognition of his service as Executive Director of SEOEA for the past 15 years. He will retire in May. He also received a gift card President Miller adjourned the meeting at 8:25 p.m., and a briefing followed for delegate to the OEA Representative Assembly.
