OEA Representative Assembly
April 18-19, 2008

Delegates from 29 SEOEA locals and retired were elected to attend the OEA Representative Assembly held April 18-19 at the Greater Columbus Convention Center. There were 1,124 registered delegates at this Representative Assembly.

Speakers

Governor Ted Strickland told the Representative Assembly that he would have a comprehensive school funding program ready in 2009. He said that he would give the legislature an opportunity to enact the plan, but if they failed to do so he would take the proposal directly to the people as a ballot measure.

First Lady Frances Strickland spoke to the R. A. about her experiences with the “Read Across America” events in early March as she traveled to schools with OEA officers to promote this NEA program.

Ohio Attorney General Marc Dann was given OEA’s Friend of Education Award. He spoke to the delegates about his legal challenges to charter schools.

FCPE Contributions
Delegates and management staff contributed $38,653 to the OEA Fund for Children and Public Education at the R.A.  SEOEA delegates contributed $1,415.  Anthony J. Xenos from the Vinton Local Teachers Association was given the Executive Club Award in recognition of his contributions to FCPE.

FCPE giveaway winners were: Michael Dossier - $100; Pamela Elder - $100; Juanita Collein - $200; Chris Swank - $300; Margaret Bennett - $300; Steven Jones – Cruise.

Summary of Actions

1.     Approved an amendment to the OEA RA Standing Rule 6.03, Secret Ballot.  “In the event that after nominations are closed there is only one candidate on the ballot for a position, the secret ballot election shall be dispensed with and the unopposed candidate shall be declared elected to the position.”

2.     Elected:

  • Lee Schreiner, NEA Director #1 (by acclamation; 3-year term)
  • Becky Mayer, NEA Director #2 (by acclamation; 3-year term)
  • Deloris Rome Hudson, Board of Director At-Large (by acclamation;                  3-year term)
  • Barbara Catalano, Board of Director At-Large ESP (by acclamation; 3-year term)

3.     Approved the 2008-2010 Strategic Budget.

4.     Approved the 2008-2009 Resolutions Report.

5.     Approved the appointment of Vicki Huff to the OEA Appeals Board for a seven year term ending August 31, 2015.

6.     Approved the following New Business Items:

  • #1 – Directs Ohio Education Association officers and staff to advocate for members and the learners they serve by taking the following actions:

    o   Use Ohio Schools to reacquaint members with the contents of the NEA Code of Ethics and the requirement that local affiliates acknowledge the Code of Ethics in their constitution and bylaws.
    o   Develop and publish a policy regarding ethical educator practices in the 21st Century, emphasizing the challenges presented by high-stakes testing and newer technologies while reaffirming the First Amendment right of free expression and our readiness to protect our members’ exercise of their rights.
    o   Protect members’ civil rights while educating them about the intelligent and ethical use of those rights.
    o   Use all appropriate means to provide members and local leaders with legal, political, public relations, and contractual strategies for responding to the Licensure Code of Professional Conduct in a way that safeguards the needs of students and protects the rights of professional educators while advancing the cause of the educational profession.
    o   Develop a strategy for electing Ohio Board of Education members who will be responsible stewards of Ohio’s educational system.

  • #3 – OEA will provide closed captioning during RA sessions.
  • #5 – OEA will investigate and implement the use of recycling and recycled materials at the OEA RA in accordance with budgetary constraints and in consideration of the needs of the delegates and the efficient operation of the RA.
  • #6 – The assembly supports the decision of the OEA Board of Directors to endorse the Ohio Healthy Families Act and directs the OEA to ensure that this initiative is integrated into the OEA’s Campaign 2008 strategy and plan.

7.     Referred New Business Item #4 dealing with the coordination and promoting of a statewide campaign to encourage members and other interested parties to contact Ohio State Representatives and Senators at their home offices during the second or third weeks of September to the Campaign Planning Committee.
